"Road liable to flooding"

Every time I see this road sign it makes me think that it is wrong.

Would "Road liable to flood" or "Road susceptible to flooding" be right? Or am I completely wrong?

Personally I'd agree with you, but I just speak the language as it was 20 years ago.
